The digital transformation of services and data within government is difficult, and analysis by the National Audit Office over the past decade has found that attempts across government have had little lasting success. A range of problems can contribute to project failure. These include both business and technical challenges, such as: changing business requirements, a lack of experience in digital business change among senior decision-makers, difficulty acquiring and retaining digital expertise, limitations of aging “legacy” systems, and poor-quality data.
In 2024, the UK Government announced plans to unite efforts in the digital transformation of public services under the Department for Science, Innovation and Technology.
This POSTnote will give an overview of the typical life cycle of government digital transformation projects and common delivery approaches (such as Agile). It will look at the factors that can undermine projects’ success and potential approaches for addressing them. It will also consider case-studies in the UK and internationally, and where parliamentary scrutiny of such projects may be most effectively focused.
