ONS research indicates that around 7.8 million adults in the UK have never used the internet, with reasons including lack of interest, perceived complexity, and concerns about privacy and security. Digital reluctance can exacerbate existing inequalities, and limit access to full participation in modern society. For example, online services, job opportunities, and education.

This POSTnote will outline growing trends in how digital technology is required to access public services and participate in society. Please note, this POSTnote will focus specifically on digitally reluctant groups and related policy considerations. Issues around digital exclusion due to lack of access are beyond the scope of this briefing.
